    Hopefully is always incorrect on GMAT. So, option (B) and (C) are directly out.

    In such question always search for text "IT IS HOPED" in answer options.

    All three remaining choices contains the above text.

    A) is wrong because here WHICH incorrectly refers to dollars whereas it should refer back to program.

    D) is wrong because here WHICH incorrectly refers to steel mill whereas it should refer back to program.
