As the housing affordability gap widens, middle-income families are especially hard-hit, and these families can no longer qualify to buy homes, and rising rental rates force them to use far more than the standard 25 percent of their incomes for housing, leaving them with no equity or tax write-offs to offset the expenditures.

    (A), (D) and (E) are out because of usage of AND after the comma, which is not required.

    Between (B) and (C),

    FURTHERMORE is Conjunctive adverbs (which are sometimes also called sentence connectors or transitional words). Conjunctive adverb has special rules:

    1. They join sentences instead of part of sentences.
    2. They are preceded by semi-colon and followed by comma.

    In option (B), rule #2 is broken, therefore, (B) is ruled out. Hence, (C) is should be correct.
